If you have spent five years in the UK exercising EEA rights, there is be no need for you to apply for permanent residence with an EEA 3 form which might take up to 6 months ( there is no same day service for this type of application unlike an application for a registration certificate).

In fact, you would have acquired automatically permanent residence status after exercising EEA free movement rights in the UK for any continous period of 5 years ending on or after 30 April 2006.
